The Local Offer

Local Offer Update for Parents/Carers – June/July 2015

Since the launch of the Local Offer we have appointed Dawn McColl as our Local Offer Engagement Officer. Dawn has been appointed to engage with parent/carers, children and young people to involve them in further developing the Local Offer. Dawn started her new job at the beginning of March and is currently meeting with and getting to know parent/carer forums, support groups and staff from different services. She is also meeting with children and young people in schools and discrete groups to share the Local Offer and gain their views on how we might develop a young person friendly version of the information.

If you would like to meet Dawn or invite Dawn to attend a group to share the Local Offer please contact her per 233 0499 or email dawn.mccoll@liverpool.gov.uk . If you would like to give feedback about your experience of using the Local Offer or be part of ongoing developments please contact Dawn or Liverpool Parent Carer Forum livpac@hotmail.co.uk

Liverpool’s Local Offer has been refreshed with a new, more modern look. The design was co-produced with parents and carers at a series of consultation events. We hope you like it and information is easy to find.

The Local Offer went live in September 2014 and provides information about services available in the city for children and young people with special educational needs and disabilities. The Local Offer sits in the Early Help Directory.

We are still in a transition phase of moving to a new system for supporting children and young people from birth to 25years with special educational needs and disabilities. This new system is outlined in The Children and Families Act 2014.

The regulations for implementing the changes can be found in the Code of Practice, 2014.

To support your understanding of the changes the government has produced Special Educational Needs and Disability: A guide for parents and carers. Please find link below:

The link below contains four letters and the last letter is to parents from the Children’s Minister, Edward Timpson about the changes to the system.

The second link below contains information for parents about the new system from the Council for Disabled Children.

Both links are included to reaffirm your position, as parents of children and young people with special educational needs and disabilities, as central to the new agenda of personalisation. Your place is at the heart of the new system.

What is the Local Offer?

The Local Offer will set out in one place information about provision the Local Authority expects to be available for children and young people in Liverpool who have special educational needs and disabilities. The Local offer has two key purposes:

  • To provide clear, comprehensive and accessible information about the provision available and
  • To make provision more responsive to local needs and aspirations by directly involving children and young people with SEND, parents and carers, and service providers in its development and review.

We want Liverpool’s Local Offer to be easy to understand, factual and easy to find. With your help the Local Offer will improve outcomes for children and young people with special educational needs and disabilities.

Liverpool’s Local Offer was made available on 1st September 2014. We will share any comments we receive about the Local Offer once a year. Please helo us to improve the site by letting us know what you think.
